The targeted victim categories of actual or perceived race, color, religion, national origin, gender, or disability would be expanded under the LOCAL LAW ENFORCEMENT HATE CRIME PREVENTION ACT to 0Ainclude LGBT people. The U.S. Justice Department would also be able to provide financial and other assistance to state and local jurisdictions to investigate and prosecute bias-motivated violence, or take the lead if necessary ­ especially if local authorities are blinded by thee prejudice that prompted the crime. Some G.O.P.
